In June 2004, New York City Council approved new Building Code Local Law 26 requiring Photoluminescent signs and Photoluminescent markings at exit doors and in emergency staircases of High Rise Office Buildings (75 feet or taller) by July 1, 2006
The Department of Buildings published its technical standard FINAL Draft RS 6-1 on April 7, 2005,

NEW YORK CITY BUILDING CODE REFERENCE STANDARD RS 6-1, PHOTOLUMINESCENT LOW LEVEL EXIT PATH MARKINGS has now been finalized on the 31st May 2005. Photoluminescent signs are now required to be installed on doors leading to exits and photoluminescent markings shall be installed in exit stairs of all High Rise Office Buildings 75 feet or taller by July 1, 2006.
